Governor Green has reportedly signed the following two bills aimed at reducing tobacco use, restricting disposable e-cigarette devices, and strengthening regulation of vaping products sold in Hawaii.
SB 2175: Regarding Disposable Electronic Smoking Devices

Prohibits the sale, offer for sale, or distribution of disposable e-cigarette devices effective January 1, 2027.

Selling, offering to sell, or distributing 1 to 20 disposable e-cigarette devices constitutes a violation of this provision.

Violations may be subject to a fine of up to $100 per day.

Does not apply to e-cigarettes authorized for sale under a Marketing Authorization Order issued by the FDA.
HB 1573: Health-Related

Requires manufacturers to provide documentation proving their products have been authorized by the U.S. Food and Drug Administration (FDA).

Requires the State Attorney General's Office to establish and maintain a publicly accessible registry of compliant products.

Establishes penalties for manufacturers that fail to comply with certification requirements, as well as for other parties that acquire, possess, transport, store, sell, or offer for sale products not listed in the registry.
The implementation of both bills will help reduce the harm of e-cigarettes to minors, protect the environment from hazardous waste associated with these devices, and significantly improve the ecological health of the state's land and water resources.
